    GENERAL NOTES All years referred to in this volume are fiscal years, unless otherwise specified. The Budget Enforcement Act of 1990 changed the date by which the President is required to transmit his Budget from the first Monday after January 3rd to the first Monday in February. As a result of this change, President Bush was not required to submit a budget before he left office. Thus, President Clinton is the first President in modern times required to construct and submit to Con- gress a complete budget in the first few weeks of his Administration. If as a result of developing this budget document in such a short time errors have been made, they will be corrected.
