    vast army of city dwellers who are con- stantly underfed and poorly nourished. There is not the slightest doubt that a mug of beer taken by one of these persons serves as a nourishing food, besides helping to gratify the craving of the higher intellectual centers. And, undoubtedly, actual hunger is an im- portant element in the increased liquor con- sumption. Moreover, since the difficulties of getting sufficient food are steadily increas- ing, the resulting physical craving adds to the complexity of the problem of liquor control. ALCOHOL AND THE RACE The fact that, although the country as a whole is far more intemperate than ever before, the proportion of inebriates appears to be very little larger than formerly, sug- gests that our race is gradually becoming immune to alcohol. In my opinion, wrote Dr. Hiram Elliott recently, the human system tolerates al- cohol the best of all drugs, including tobacco. And he adds: This does not mean that a man could not be drowned in a bath of Malmsey. He could be drowned in milk.
