(iiCNTLEMKN, I hilve the honour to submit to you the Annual Report for 1918. 1 he year was chiefly characterised by tiiree several epi- demics of influenza, and the figures attached will demonstrate the serious nature of the disease. My notes make one point clear, viz., in a confined space, such as a crowded house, hardly an inmate escapes infection. Conversely, in a place well ventilated, large, and airy, one inmate may suffer but others are not nearly so liable to in- fection. That fact touches the housing question, and I hope that will take precedence over all other matters for prompt action by the Authority. In this connection, it has occurred to me that one ty])e only of house will not be desirable, when one thinks of the different classes of tenants, their means, habits, and requirements.
